DEBATE
Energy Transformation in Poland: Can Consumers Count on Access to Affordable Green Energy? – Development Perspective
Topics:
During the debate, issues related to the accessibility of renewable energy sources for consumers, both institutional and local government, will be addressed. Currently, green energy is becoming a necessary product for consumers to remain competitive in global markets. Without ensuring consumers access to renewable energy sources, the Polish economy may lose competitiveness, and further investments may not be located, while existing ones may seek new markets. Therefore, the panel will address issues related to industrial transformation and the needs of consumers in the field of green energy. Representatives of both state and local government administrations (who also act as energy consumers) will present their views. The debate will also include energy producers and trading companies, who will indicate what needs to be done to provide consumers quickly and efficiently with an adequate amount of green energy.

In the public sphere, considerable attention is devoted to the challenges associated with energy transformation. One of the primary arguments against changes in the energy sector revolves around concerns about job loss and production limitations in sectors tied to conventional energy and mining. During the panel discussion, we will address the challenges arising from transformation in the context of Silesia and regions where mining and conventional energy played pivotal roles. We'll delve into industry, its current needs, the imperative of maintaining competitiveness in foreign markets, and how renewable energy fits into this equation. Discussion will also encompass employment issues, reskilling, education, job creation, and the lack of qualified workers in today's labor market concerning renewable energy development. We'll seek to answer whether green energy can drive a fair regional transformation and how to leverage it to maximize benefits for local industries.

Topic:
ESG is one of the key topics discussed at almost every conference today. While in the past, implementing ESG indicators was trendy, it has now become necessary for many companies due to European Union regulations. The number of entities subject to this obligation will increase year by year. The implementation of ESG standards is considered in almost every business strategy. The provisions of the CSRD directive set the direction for the development of European businesses. Moreover, issues related to ESG are increasingly being analyzed by banks and other financial institutions. The ESG theme is directly related to renewable energy sources because the share of green energy in ESG reporting is one of the most important elements in environmental standards. Currently, there is also increasing talk about greenwashing, which ESG standards aim to prevent, protecting consumers from false "green PR" used by some companies. During the panel, the forms of utilizing green energy in industry will be analyzed in terms of meeting ESG standards.

Guarantees of Origin (GOs) are the sole instrument confirming the origin of electricity from renewable energy sources (RES). GOs are gaining popularity among Polish and foreign entities year by year. Increasingly, both exchange and over-the-counter transactions involving GOs are taking place on European markets. Poland's fate regarding accession to the Association of Issuing Bodies (AIB), which gathers entities responsible for issuing GOs, is still pending.
In this panel, we will discuss the benefits of Polish consumers and producers' membership in AIB and when this may happen, as well as whether there is an alternative. Additionally, electricity consumers will present to what extent they utilize Guarantees of Origin and whether it is necessary in their case.

cPPA contracts are associated with a lengthy and challenging negotiation process due to their relatively small number. However, it's essential to consider that these are long-term contracts, often spanning up to 15 years, so both parties aim to reach solutions that are beneficial to them as much as possible. cPPA agreements vary depending on the conditions of the renewable energy producers and consumers involved in such negotiations. Additionally, banks are increasingly involved in the negotiation process to ensure financing for new investments in renewables secured by negotiated cPPA agreements. Are these agreements indeed difficult to sign? If so, what can be done to expedite and simplify the signing process? Our panelists will discuss the practical aspects of conducting cPPA negotiations.

Offshore wind energy will become a significant element of the Polish electricity sector in the coming years. However, before this happens, the Polish industry will participate in the construction of this sector. From the perspective of entities implementing such investments, it is extremely important for the entire production chain to be based on the minimization of the carbon footprint. During the workshop, we will learn why green energy in the production process of components for the offshore sector will be significant and how to approach this process. Good practices in creating "green" supply chains will also be discussed, along with the benefits they have brought to companies that have implemented such an approach.
